Taxes in the MEPCO Bill:

Various taxes, duties, fees, and surcharges are collected through MepcoBill for different consumer categories. A summary of these taxes and duties is provided below.

Fuel Price Adjustment (FPA):

Power companies generate electricity using crude oil and other fuel sources. According to the NEPRA notification, the Fuel Price Adjustment (FPA) is calculated based on the difference between the actual fuel cost for a particular month and the reference fuel cost. If the difference is positive, the additional amount is charged to consumers in their electricity bills. However, if the difference is negative, consumers receive relief in the form of a reduced bill.

General Sales Tax (GST):

Under Section 17 of the Sales Tax Act 1990, a 17% sales tax is imposed on the electricity bills of all consumers.

Financial Cost Surcharge:

The FC Surcharge is charged to all consumers at the rate of Rs. 0.43 per kWh, except for lifeline domestic consumers.

Electricity duty:

It is applicable to all consumers, with variable charges ranging between 1% and 1.5%.

Income Tax:

It is applied to consumers at different rates based on the amount of their electricity bill and the applicable tariff.

Sales Tax:

Commercial consumers are charged 5% on electricity bills up to Rs. 20,000 and 7.5% on bills exceeding Rs. 20,000.

Further Tax:

A 3% charge is applied to all consumers who do not have a Sales Tax Return Number, except for domestic consumers, agricultural users, most industrial consumers, and streetlight connections.

Extra Tax:

This tax applies to commercial and industrial consumers who are not registered on the FBR’s Active Taxpayer List (ATL), with rates ranging from 5% to 17% based on different billing slabs.

PTV License Fee:

The GoP has abolished the PTV license fees.
